He was also recently recognized with the Florida League of Cities Home Rule Hero Award, an award given to local leaders who advocate for home rule. Simmons is a member of the Metropolitan Planning Organization, Broward League of Cities, and National League of Cities Board of Directors. Locally, he serves on the Martin Luther King, Jr. Committee, Principal Education Group, and Teen Political Forum. Born and raised in St. Louis, Missouri, Simmons graduated with a Bachelor of Science in Political Science and a Master of Science in Psychology from Florida Atlantic University. Before his Coral Springs career, Simmons worked in the mental health field and as an educator at Coral Springs High School.
